Kimberly J. Williams

Kimberly J. Williams is Deputy Chief Procurement Officer for the Metropolitan Transit Authority of Harris County, Texas (METRO). She is responsible for procurement, purchasing and contract administration. Williams also manages METRO’s award-winning Small & Disadvantaged Business Enterprise Program. In addition, she is the President of Capstone ADR, where she is a mediator, arbitrator, and facilitator with over 20 years of experiences specializing in employment and business disputes.

Williams is immediate Past President Emeritus of the Houston Chapter of the Conference of Minority Transportation Officials (COMTO) and serves on its National Legislative Affairs and HUB Committees. She also serves on the Procurement & Materials and Small Business Committees of the American Public Transit Association (APTA). She is a recent graduate of Leadership APTA, the premier leadership development program in the transit industry.

Williams began her career as a legislative aide to then U.S. Representative Barbara Rose Collins, when Mrs. Collins was a member of the House Public Works and Transportation Committee. Later she served as a Legislative Attorney with the Congressional Research Service (CRS) of the Library of Congress. Prior to arriving at METRO, she served as Vice President of External Relations for Texas Southern University and was the first director of the University’s Barbara Jordan Public Policy Institute. Formerly a City Attorney for the City of Houston, she has also worked for the California State legislature and for the International Labour Office (ILO) in Beijing, People’s Republic of China.

Williams is an active member of her community, serving as Treasurer for the Greater Channel Chapter of Jack and Jill, Inc., a graduate of Leadership Houston Class XXIX, a former Board member of the Greater Houston Black Chamber of Commerce and the Midtown Redevelopment Authority. Williams is also a member of Delta Sigma Theta Sorority, Incorporated and a member of the Houston Chapter of the Association for Conflict Resolution (ACR Houston).

Williams is a graduate of Howard University and Wayne State Law School, where she served as Survey Editor of the Wayne Law Review. Williams is a foodie, music lover, and sports fan, who enjoys traveling, running, and skiing. She is the proud mother of one daughter, MacKenzie.
