Elizabeth Gonzalez Brock

Elizabeth Gonzalez Brock serves as the Board Chair of the Metropolitan Transit Authority of Harris County, Texas (METRO). Appointed by Mayor John Whitmire in February 2024, she made history as the first Hispanic woman to assume the role. As Chair, Brock plays a pivotal role in leading the transit agency’s Board of Directors, which is responsible for guiding the agency’s $1.9 billion annual budget and overseeing policies across METRO’s expansive 1300-square-mile service area. The Authority provides essential transportation services to the City of Houston, significant areas of Harris County, and 14 surrounding multi-cities. Brock is deeply committed to upholding METRO’s mission of delivering safe, clean, reliable, on time and accessible public transportation services to the Houston region, with a strong focus on increasing ridership and enhancing mobility for all.

Under Brock’s leadership as Chair, the METRO Board of Directors passed in September 2024 a Fiscal Year 2025 budget that focuses entirely on the customer-centric initiatives intended to build a robust transit culture in the Houston region. In order to grow ridership, METRO’s investments will focus on proof-of-concept infrastructure projects and enhancements, safety and security personnel and procedural expansion, more efficient and transparent use of taxpayer dollars in coordination with local and county officials, facility upgrades, more stringent cleaning protocols and performance, and overall improvements in frequency, on-time performance, accessibility, technology, and customer service.

A strong advocate for sustainability, Brock is a founding member of Evolve Houston, a nonprofit promoting electric vehicle adoption to improve air quality. Her support of METRO’s clean-energy microtransit partnerships reflects a commitment to bridging first- and last-mile mobility gaps and advancing environmental justice.

Brock has been a member of the Board of Houston First Corporation since 2017, where she serves as Chair of the Finance Committee. Her other community leadership positions include serving as a Board Member of the Greater Houston Partnership, the Greater Houston Area Women’s Chamber, which she chaired in 2019, and a former Board Member of the Children’s Advocacy Center of Texas.

Professionally, Brock is Vice President of Federal Relations at CenterPoint Energy, where she supports capital planning and regulatory strategy. Her expertise spans utility planning, economic development, energy efficiency, and local and state policy advocacy. She holds a bachelor’s degree in political science from the University of Houston. With a deep commitment to public service, strategic leadership, and community impact, Brock continues to shape Houston’s future through transit, sustainability, and civic engagement.
