Monica R. Glover

Monica R. Glover is a seasoned management professional with over 20 years of experience working with local, state, federal, and international officials. Currently, Monica serves as the government relations senior manager at the Port of Houston Authority, within the government relations and Public Affairs Division. Since 2008, she has represented the interests of the organization before federal, state, and local officials. In her role, Monica serves as the primary liaison, educating and communicating with elected officials and their staff, and producing policy positions and messages. She organizes and conducts briefings and tours for local, state, and federal officials, advises on policy issues that could impact the port authority, and prepares strategic plans to address them.

Before her tenure at the Port of Houston Authority, Monica was a public affairs specialist at Discover Financial Services from 2006 to 2008. In this role, she developed and managed strategic public affairs initiatives and addressed public policy challenges within the credit card industry.

From 2004 to 2006, Monica served as the deputy chief of staff and director of operations for U.S. House Rep. Eddie Bernice Johnson. She established sound policies and procedures for the Washington, D.C. office, managed public events, organized fundraisers and community outreach events, and served as the liaison for corporations and local community groups.

Monica’s earlier roles include government relations associate and Political Action Committee manager at the American Public Power Association, coordinator of Congressional Affairs at the American Forest & Paper Association, and staff assistant for U.S. House Rep. Gene Green.

Monica holds a Master of Public Administration from Bowie State University and a Bachelor of Science in Government from Texas Woman’s University. She has also participated in notable internship programs, including the Texas Legislative Internship Program and the Mickey Leland Congressional Internship.

Her organization memberships and affiliations include Junior Achievement, Greater Houston Partnership, Houston Area Urban League, NAACP Houston Branch, Port Houston Speaker’s Bureau, and Zeta Phi Beta Sorority, Incorporated.

Monica Glover’s career is distinguished by her excellent leadership skills, successful navigation of public policy priorities, government and community affairs, and complex problem-solving.

In addition, Monica has reached the pinnacle of success as an independent Mary Kay Sales Director, and is a proud driver of a pink Cadillac, a symbol of success reached by approximately 10% of Mary Kay’s Independent Beauty Consultants.
