Dr. Baggett, a native Mississippian, received her Bachelor of Arts (History) from Texas Southern University, Master of Arts (History) from the University of Mississippi, and Doctorate in Community College Leadership from Ferris State University in Big Rapids, Michigan.

Her doctoral dissertation explores the “Gulf Coast Region Title IX Committee: A Coordinated Community Higher Education Response Model for Student Safety and Success”. This eleven-member college and university committee navigates Texas Senate Bill 212 and House Bill 1735 by establishing best practices for college students and employees who are victims of intimate partner violence, sexual assault, harassment, and stalking.

After decades of collaboration with leaders in Houston’s Domestic Violence Movement and volunteering with organizations that support victims, she took a leap of faith and opened A. L. Mingo Services LLC. An intimate partner violence firm that focuses on open, honest, healing conversations with domestic violence survivors hiding in plain sight.

Dr. Baggett is the wife of Terrence Medearis and has a blended family of five adult children, one son-in-law, four grandchildren, and a rambunctious fur baby. She is the daughter of a United States Air Force veteran and Houston Independent School District retired educator and character education facilitator. She is a member of Shepherd of the Heart United Methodist Church.
