Toni D. Pierre is a native of Ohio and holds both a Master’s and Bachelor of Science degree in Health Planning and Administration from the University of Cincinnati.  She moved to Houston, Texas, in 1999 to assume the role of Associate Vice President of Provider Relations at Amerigroup-Houston.  During her 17 year tenure at Amerigroup, Pierre has also served as Practice Management Consultant and Business Change Manager.   Her career accomplishments include provider network development for the CHIP and Medicare Special Needs Plan programs and the integration of the physician, hospital, and ancillary networks Amerigroup obtained via two health plan acquisitions.  She also served as practice management consultant, coaching primary care physicians and their staff on Amerigroup’s Patient Center Medical Home model.  Pierre currently manages the Texas Network Access Improvement Program (NAIP), a multi-million dollar state-wide initiative committed to improving access and quality of care for managed Medicaid members.    She is a member of the Community Advisor Board of the UT Community Health and Wellness Clinic – Victory Campus.

Pierre has over 30 years of experience in managed care with an expertise in provider contracting, network development, operations, and provider relations.  Prior to joining  Amerigroup,  she held management and executive management positions with Health Power HMO, Inc., United Health Care of Ohio, Inc., Principal Health Care of Ohio, Inc., ETHIX- CoMed Management, Inc., CIGNA Health Plan of Northeast Ohio, and Health America Corporation of Ohio.

Pierre has strong family ties and credits her parents, both deceased, for setting an excellent example and always encouraging her to do her personal best.  “They stressed the importance of education and the importance of giving back.”  Pierre’s faith is an important part of her being.  She is an active member of Missouri City Baptist Church (MCBC) and has a strong commitment to her church and the community.  She is servant leader of the Youth Ministry and has coordinated a number of programs including Law Enforcement and the Community and Active Shooter Presentation. Pierre also has a passion for adoption.  She has coordinated church observances of National Adoption Day to increase the awareness of children in need of a forever family that included a Calling out Ceremony and an Introduction to Adoption and Foster Care Program by Child Protective Services.  She is an active member of the PEACE Team – a faith based mental health and wellness program at MCBC.   As a member of the MCBC Health and Wellness Ministry, she coordinated the Breast Cancer Awareness and Red Dress Heart Health Luncheons. She and her brother, Byron Spruell also co-sponsor the Martin Luther King, Jr. essay contest for middle school and high school students.  Pierre devoted 5 years as a volunteer with the Friendship Program of Franklin County and served as a volunteer with Silverado Hospice – Sugarland.

She is the proud wife of Dennis and mother to Tia Spruell, Atoria Pierre-Sykes, and son-in-law Brandon Sykes.
