Justina Mann

Justina Mann is Assistant Director of Procurement and Supply Chain Management for the Houston Airport System. She directs alignment with procurement and supply chain management by understanding and communicating customer (business unit) needs and requirements throughout the organization. Her primary role is to develop, interpret and execute procurement policies and processes, as well as identify and manage resolution of unusually complex issues requiring innovative solutions.

A native of St. Paul, Minnesota, Mann received her Bachelor of Science from the University of Minnesota. She earned her Master of Project Management from Keller Graduate School and continued her career at the Atlanta Housing Authority (AHA). After 10 years at AHA, Mann joined the Atlanta International Airport, where she served last as the Procurement Manager. Mann came to Houston with 14 years of contracting and procurement experience at city and quasi-government organizations. A Certified Member of the American Association of Airport Executives, Certified Public Procurement Officer, Certified Professional in Supply Management, Certified Professional Contracts Manager, Project Management Professional and Six Sigma Green Belt, Mann’s focus is to identify and achieve efficiencies in Procurement and Supply Chain Management that will further enable the Houston Airport System and the City of Houston to achieve its mission.

An active member of the National Institute of Government Procurement, Mann has taught several online classes and presented workshops at the annual Forums that have reached more than 1,600 government purchasing and contracting professionals. She is an active member of the Airport Purchasing Group, where she presents workshops on airport procurement matters and contributes to the newsletter. Mann is actively involved with the National Forum for Black Public Administrators (NFBPA) in which she recently served as the Chair for the 30th Anniversary Annual Conference in Atlanta, Ga. attended by more than 800 public officials and administrators.

Mann is passionate about procurement and sharing information about procurement opportunities. A Toastmaster, she enjoys speaking to groups of peers, professionals and students where she can share her knowledge and expertise. Mann is an avid project manager and merges this interest with her Six Sigma training to stay on the forefront of procurement best practices to assure the success and transparency of Houston Airport System procurement projects and initiatives.
