Dr. Patricia K. Allen

Dr. Patricia K. Allen was elected to the Houston ISD Board of Education in December of 2019. She served her initial year as an officer – Board Secretary, then was elected by her peers to serve as the Board President during her second year in office.  She is a third-generation career educator who retired in 2015.

Her interest in securing the best for all children led her back into education as a trustee. Dr. Allen left her educational career after working for HISD for 35 years, most recently as principal of MacGregor Elementary School. Under her guidance, the school earned a “Met Standard”’ rating from the state and five of six state distinctions. Previously, she worked in the district as a magnet coordinator at MacGregor, teacher trainer and curriculum writer for Character Education, and classroom teacher at MacGregor, Thompson, and Lockhart Elementary schools.

As the business liaison at MacGregor Elementary School, Allen fostered relationships with the Houston Rockets, PricewaterhouseCoopers, the Judson Robinson Community Center, First Presbyterian Church, St. Paul’s Church, First Unitarian Universalist Church, Alpha Phi Alpha Fraternity, Inc., Big Brothers Big Sisters of America, and Recipe for Success.

Dr. Allen is also a proud graduate of HISD’s Madison High School. In fact, she is a full HISD graduate, attending Douglas, Grimes and Carnegie Elementary, and Woodson Middle School.  She was born and raised in Houston, Texas, and is a true believer in the quality of educational programs in her hometown.  She earned her Bachelor of Science in Elementary Education from the University of Houston, as well as a Master’s Degree in Education and a Doctorate in Curriculum and Instruction from the University of Houston as well.

Dr. Allen is the daughter of Lawrence (deceased) and Alma A. Allen (State Representative 131), and the proud mother of one son, Norman Bell IV, also an educator.  Her brother, Lawrence A. Allen Jr. is also a retired educator who currently serves on the State Board of Education.
