Robyn Doughtie

Robyn Doughtie is the director of information technology and chief information officer for Fort Bend County. Unanimously appointed by the commissioners’ court on June 11, 2019, Robyn has restructured the organization to be more customer-focused and strategic in meeting the needs of the county. Robyn leads a diverse team that provides services in the areas of application development and system support, project management, IT infrastructure, information security, desktop support and server operations.

Robyn has 25 years of experience in local government, oil field services and software consulting. She began her career in 1999 as a programmer/analyst at Harris County Central Technology Center. Robyn joined Fort Bend County in 2009, advancing to the role of software developer/technical lead. In 2016, she was promoted to applications and systems programming manager, responsible for all software applications utilized in the county. Her career is marked by delivering transformative solutions that enhance efficiency, cybersecurity, and community engagement.

With extensive experience working in the public sector, Robyn’s work has been pivotal in deploying vital services, including a county-wide emergency notification system, and coordinated efforts to establish a remote work infrastructure for 3,000+ employees during the COVID-19 pandemic, including procuring laptops, remote licenses, security enhancements, video conferencing solutions, and setting up critical vaccine distribution sites. She also achieved unanimous backing from law enforcement partners for the implementation of a county-wide body cam system, underscoring her drive for impactful, community-focused tech initiatives.
Robyn is the 2023 Houston CIO of the Year ORBIE Award winner – Enterprise and LocalSmart Awards 2023 GoldenGov: County Executive of the Year. These accolades reflect her dedication to excellence and an unwavering commitment to driving forward-thinking IT strategies. She currently serves as the Awards chair for the Houston CIO Advisory Board. She is passionate about empowering youth and encouraging STEM careers, regularly employing more than 30 interns each summer.

Robyn is a graduate of Oklahoma State University with a degree in management information systems and a minor in human resource management. She is currently pursuing her master’s in engineering and technology management from Oklahoma State University with an expected May 2025 graduation date.
