Sadie Rucker

Sadie Rucker, the president of Horizon International Group, LLC is a native Houstonian – rooted in her support for the betterment of her hometown. Horizon International Group is a premier general contractor and construction management firm which is a City of Houston certified minority and women owned business and Small Business Enterprise and is designated an Historically Underutilized Business in the State of Texas.

Rucker is a graduate of Texas Southern University and holds a master’s Degree in training and development from the University of Houston. While at the University of Houston, Rucker met Al Kashani. There they discovered mutual visions for developing growth opportunities for small and minority owned businesses therefore generating change in the neighborhoods that need it the most.

Rucker’s passion for Horizon’s mission to promote certified minority/woman and small businesses throughout all project levels continually exceeds client-set goals on projects. She truly believes in the importance of “giving a chance” and ingrains this philosophy in the employees of Horizon. Her passionate effort has led Horizon to receive multiple awards, including the 2015 and 2017 City of Houston Champions of Diversity Construction Certified Contractor of the Year. Horizon has also received the Top 25 Prime Contractors Award from d-mars for 2014, 2015 and 2018. And in 2015, Houston Community College gave Horizon the Salute to Minorities in Construction Award as Corporate Construction Advocate of the year.
Horizon’s commitment to certified businesses is only rivaled by its commitment to education. Rucker believes that without a strong educational system in place, neighborhoods cannot reach their potential. This educational passion has culminated in the purchase of a former Houston Independent School District school that will become a construction management training center in the heart of Third Ward. This center will not only serve Third Ward but other disadvantaged areas of Houston. This program is second to none because it will be managed by industry professionals. The aim of the training center is to prepare young men and women for a future in construction management.

Rucker led the team for the first LEED CERTIFIED affordable housing in the City of Houston. The cutting edge skills developed by the team during the LEED construction will be of immense value as the city rebuilds in the wake of Hurricane Harvey. As a Director with the Greater Southeast Management District, Rucker works to promote, develop, encourage and maintain employment, commerce, transportation, housing, recreation, arts, entertainment, economic development, safety and the public welfare in the Southeast Houston area. She is the past chair of the Public Safety Committee.

Rucker is the 2019 President-Elect of the Women Contractors Association and a member of the National Association of Women in Construction and is a licensed interior designer.
