Lilia Gibson, Managing Partner for Linebarger’s Houston area offices and member of the firm’s Management Committee, is a distinguished attorney with over 25 years of legal representation of Texas public entities. Born in Harlingen, Texas, Lilia learned early the value of leadership and hands-on service through transformative youth experiences like the Mission Service Project and the Lorenzo De Zavala Youth Legislative Session. These foundational moments shaped her enduring philosophy: true leadership requires both advocacy and a willingness to roll up one’s sleeves to do the hard work required to uplift others.

She earned a Bachelor of Arts from the University of Texas at Austin and her Juris Doctor from St. Mary’s University School of Law. Her first job in the Rio Grande Valley representing governmental entities in a general counsel capacity helped her understand the true role of public service. Across her legal tenure with Linebarger — representing cities, school districts, hospital districts, and counties in South Texas, Bexar County, and the Greater Houston region—she seeks to combine legal representation with a deeply practical, compassionate, and taxpayers-first approach.

A passionate advocate for equity and taxpayer dignity, Lilia established Taxpayer Outreach Program Services (TOPS) and launched CORE (Community Outreach, Resources, and Engagement). CORE brings free, host-partnered grassroots workshops directly into neighborhoods and community spaces, educating residents on homestead exemptions, senior and disabled tax deferrals, and court processes to safeguard homeownership and economic stability for Texas families. Beyond her professional practice, her commitment to service spans many years of board leadership and mentorship with organizations such as Boys and Girls Club of Mission, Hidalgo County Young Lawyer’s Association, the Northside Education Foundation, Judson Education Foundation, Edgewood Education Foundation, North East Education Foundation, Bexar County Family Justice Center, and various service ministries.

For Lilia, being named among the 30 Most Influential Women of Texas is a humbling recognition to a life built on servant leadership. She views influence not as a personal accolade, but as a sacred blessing and a powerful platform. Guided by faith, family, and deep gratitude, she approaches every day as an opportunity to change lives for the better, using her voice and resources to empower others, connect individuals to their highest purpose, and help families across Texas achieve their dreams.
