Dr. (H.C.) Jacqueline Miller, MBA, BBA

Jacqueline Miller attended Prairie View A&M University and earned her bachelor’s degree in finance/ banking and MBA in Business Administration. Nominated for the Joe Biden Presidential Lifetime Achievement 2022. Nominated as a Success Mogul – Successful Women In Business, through the Fresh Spirit Publishing Company 2023. Received an Honorary Doctorate in Humanitarianism through the Global International Alliance University 2025. Miller has worked in the health care industry for more than 30 years, which brought her to Houston. She has been the president and CEO of the following corporations: Optimal In Home Care, Inc., since 1996. We partnered with the Department of Labor (DOL), as a Registered Apprenticeship Program, while providing jobs for over 200 employees, throughout the Greater Houston and surrounding counties. Optimal Community Support Services since 1996, which are both Home Health Care Agencies, providing needed Home Health Care Services to clients throughout Houston, Texas, and surrounding counties. She founded Optimal Community Development Services in 2013, which is a 501C3. Optimal Community Development Services’ mission is to serve as an agency through which programs may be developed to provide job development for young adults and provide support to the elderly population needing financial support to pay for In-Home Care attendant services, to improve their quality of life, and to allow them to continue to live in the comforts of their home.

Miller’s leadership and commitment to service have earned her numerous recognitions. She was nominated for the Joe Biden Presidential Lifetime Achievement Award in 2022 and recognized as a Success Mogul – Successful Women in Business by Fresh Spirit Publishing Company in 2023. In 2025, she received an Honorary Doctorate in Humanitarianism from Global International Alliance University. Most recently, she was honored with the 2026 Top 50 Black Professionals & Entrepreneurs Award presented by D-MARS.
