Constable Kathryn “Kat” Brown is a dedicated public servant, seasoned law enforcement executive, and community advocate serving her second term as the elected Constable of Bexar County Precinct 4. With 24 years of continuous service to Bexar County, she has built a reputation for visionary leadership, operational excellence, and an unwavering commitment to serving others with integrity, accountability, and compassion.

A California native, Constable Brown is the proud mother of two accomplished adult sons and grandmother of three. She is also a survivor of Stage I ovarian cancer and Stage II breast cancer. Those experiences strengthened her faith, resilience, and compassion, inspiring her to advocate for cancer awareness and meaningful community engagement.

Before making history with her election in 2020 as the first African American woman elected Constable in Bexar County, and only the fourth in Texas, she served 19 distinguished years with the Bexar County Sheriff’s Office, rising to the rank of Sergeant. During her career, she completed more than 3,000 hours of professional training and earned certifications as a Peace Officer Instructor, Mental Health Officer, and Field Training Officer, while serving on the Special Emergency Response Team, Honor Guard, Mounted Patrol, the Training Academy, and administrative leadership.

Constable Brown established the Sheriff’s Office’s first recruitment division, created Bexar County’s free TCOLE Resource Center, expanded partnerships with Military Police and Security Forces, strengthened departmental accountability, implemented a progressive disciplinary framework, and developed a comprehensive Field Training Program that continues to prepare the next generation of law enforcement professionals.

Under her administration, Precinct 4 employed the largest number of female peace officers ever assembled within a Bexar County Constable’s Office, demonstrating her commitment to developing leaders, expanding opportunities, and building diverse, highly trained teams.

She established a food pantry in partnership with the San Antonio Food Bank, organized annual Christmas toy giveaways, partnered with Lasagna Love to provide meals for families in need, championed youth initiatives, honored veterans through patriotic events, and strengthened relationships through meaningful outreach and collaboration. Constable Brown is also a children’s book author whose work features Biggie, her agency’s Station Dog. Biggie was donated through K9s For Warriors to Bexar County Constable Precinct 4, making the office the first law enforcement agency in Texas to receive a Station Dog through the program. Outside of law enforcement, she has also been a licensed Realtor, owned a travel franchise, and operated a boutique ice cream shop in Olmos Park.

Now serving her second term, Constable Brown continues to lead with innovation, transparency, and purpose while investing in people, strengthening public safety, and leaving every organization better than she found it.
