Mayor Charlotte Moses is a visionary leader, dedicated public servant, minister, entrepreneur, and community advocate whose life has been defined by a commitment to serving others with integrity, compassion, and excellence. Guided by her unwavering faith and a passion for improving the lives of others, she has devoted herself to strengthening the City of Port Arthur while championing initiatives that promote economic growth, public safety, neighborhood revitalization, and opportunities for future generations. Mayor Moses began her journey in municipal government in October 1988 as a City Employee in the Human Resource Department as a Human Resource Analyst. She was employed until December 2006. In September 2012, Mayor Moses served as an Economic Development Commissioner until she was elected to serve as an At Large Councilmember for the City of Port Arthur in 2015. During her seven years of service on the City Council, she earned a reputation as a collaborative leader and tireless advocate for transparency, fiscal responsibility, and community engagement. She worked diligently to represent every citizen of Port Arthur, supporting initiatives that enhanced infrastructure, expanded economic development, strengthened public services, and improved the overall quality of life throughout the city.

Following her service on the City Council, Mayor Moses was elected Mayor of the City of Port Arthur, assuming office in June 2025. As mayor, she has remained committed to leading with vision, accessibility, and accountability while fostering partnerships that position Port Arthur for long-term success. Her administration has focused on responsible growth, supporting local businesses, attracting new investment, improving neighborhoods, expanding recreational opportunities, and ensuring that every resident has a voice in the future of the community.

In addition to her public service, Mayor Moses is a licensed Realtor with Freeman Properties Group, LLC. She also serves as the Executive Pastor of Christian Faith Missionary Baptist Church, where she ministers alongside her husband, Pastor Albert Moses, Jr. Together they have faithfully served their congregation and community through spiritual leadership, outreach, and mentorship since 2003. She is the founder of Christian Faith Women of Virtue, Inc. and the visionary behind Diamond Conference, an annual women’s empowerment conference dedicated to inspiring women to discover their God-given purpose and lead lives of faith and excellence.

Her leadership has earned the respect of colleagues and community members alike because of her ability to unite people around a shared vision of hope, progress, and service. Whether leading from City Hall, the pulpit, or within the community, Mayor Moses remains committed to building a stronger Port Arthur while inspiring others to serve with purpose and compassion. Mayor Charlotte Moses continues to lead with the conviction that public service is both an honor and a calling.

Her guiding philosophy is rooted in faith, servant leadership, and the belief that together, the citizens of Port Arthur can build a city that is stronger, more resilient, and filled with opportunity for generations to come. Pastor Charlotte is married to the love of her life Pastor Albert Moses, Jr. together they have four children, Dr. Albert Moses, III, Pastor Ashton Moses, Ariel Moses, and Aisha Mason, six grandchildren, Audrina, Gianna, Jayde, Albert Moses, IV, and Asa.
